Abstract
Pada transportasi darat dibagi atas dua kelompok, yaitu alat transportasi pribadi dan transportasi umum. transportasi umum adalah bantuan berupa jasa alat angkutan yang memiliki tarif, skedul teratur, dan rute daerah layanan. Pemprov Kaltim mendorong pengembangan industri transportasi udara melalui pembangunan dan pemeliharaan Bandar Udara Samarinda yang baru, yang telah ditetapkan namanya menjadi Bandar Udara APT Pranoto Sungai Siring Samarinda. Sehubungan dengan adanya Bandar Udara baru di Kota Samarinda, Pemerintah bekerjasama dengan Perum DAMRI menyediakan layanan Angkutan Transportasi Umum bagi masyarakat yang akan berangkat menuju dan dari bandara. Pada awal pelayanan, Pemerintah memberlakukan tarif gratis untuk pengguna jasa selama 1 bulan. Kemudian pemerintah memberlakukan tarif Bus DAMRI ini sebesar Rp 40.000 per orang. Tarif adalah biaya atau upah dari jasa transportasi yang mesti dipenuhi oleh konsumen layanan. Upah jasa transportasi ditentukan sesuai dengan sistem tarif yang berlaku dan berlangsung secara umum. Harga sewa yang ditetapkan pemerintah terutama untuk menjamin kepentingan pengguna pelayanan dan pengelola layanan. Penelitian ini dilakukan menggunakan analisa Kesediaan Membayar (WTP) dan Kesanggupan Membayar (ATP) dimana pada studi ini dapat dilihat berapa besar kemauan dan kemampuan calon pengguna jasa Bus dan tarif yang sesuai dengan kesediaan dan kemampuan. Besarnya nilai tarif yang akan dihitung dengan pendekatan ATP dan WTP yang didapatkan dapat dijadikan gambaran oleh Pemerintah Provinsi Kalimantan Timur maupun oleh Operator Bus DAMRI dalam penentuan tarif Bus DAMRI Samarinda – Bandar Udara APT Pranoto Sungai Siring Samarinda.
