Abstract

The rapid population growth in Balikpapan City as a buffer city for the National Capital (IKN) has put significant pressure on land and housing needs, especially for Low-Income Communities. This condition is marked by the increasing housing backlog year after year, which indicates an imbalance between the need for and the availability of decent housing. This research aims to identify the dominant factors and determine the most suitable potential locations for the development of MBR housing in North Balikpapan District, an area with relatively ample land availability and more affordable land prices compared to other districts. The method used in this study is a quantitative approach with a combination of the Analytical Hierarchy Process (AHP) to establish the priority weights of each criterion, as well as Geographic Information System (GIS) to conduct spatial analysis and location mapping based on these criteria. The assessment criteria include land price, accessibility to main roads, affordability of utilities and public facilities, topography, disaster risk, distance to the city center, spatial planning suitability, and land ownership status. The research results show that the factors of land ownership status, spatial planning suitability, and disaster-free areas are the most influential variables in determining the feasibility of MBR housing development locations.
