Abstract

Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Balikpapan memiliki peran strategis dalam penyelenggaraan pelayanan perizinan dan penanaman modal yang sangat bergantung pada pemanfaatan teknologi informasi. Ketergantungan tersebut menjadikan keberlangsungan operasional DPMPTSP rentan terhadap berbagai gangguan, baik yang berasal dari faktor alam, teknologi, maupun manusia. Beberapa insiden seperti serangan malware, gangguan jaringan akibat putusnya kabel fiber optik, serta kerusakan perangkat akibat sambaran petir menunjukkan perlunya perencanaan keberlangsungan bisnis yang terstruktur dan terdokumentasi dengan baik. Penelitian ini bertujuan untuk menyusun Business Continuity Plan (BCP) pada DPMPTSP Kota Balikpapan berdasarkan standar ISO 22301:2019 dan pedoman NIST SP 800-34. Metode yang digunakan meliputi observasi, wawancara, dan studi dokumentasi, dengan pendekatan Failure Modes and Effect Analysis (FMEA) untuk mengidentifikasi dan menilai risiko, serta Business Impact Analysis (BIA) untuk menentukan proses bisnis kritis dan dampak gangguan terhadap operasional. Hasil penelitian berupa dokumen BCP yang mencakup penilaian risiko, strategi mitigasi, identifikasi pemicu dan langkah pemulihan, pembentukan tim BC/DR, rencana komunikasi, serta rekomendasi pelatihan dan pengujian. Dokumen BCP ini diharapkan dapat menjadi pedoman bagi DPMPTSP Kota Balikpapan dalam menghadapi kondisi darurat, meminimalkan dampak gangguan, dan memastikan keberlangsungan pelayanan publik secara efektif dan berkelanjutan.
