Abstract

Perkebunan kelapa sawit di Kalimantan Timur menghadapi defisit kapasitas adaptif akibat tekanan biofisik, sosial-ekonomi, dan kelembagaan yang saling berinteraksi, sehingga meningkatkan kerentanan sistem sosial-ekologis. Belum tersedia pendekatan terpadu yang menghubungkan penilaian kapasitas adaptif berbasis risiko dengan strategi alokasi investasi yang optimal. Penelitian ini mengintegrasikan Bayesian Belief Network (BBN) dan Mathematical Programming untuk memperkuat kapasitas adaptif perkebunan. BBN memetakan hubungan sebab-akibat antarfaktor biofisik, ekonomi, sosio-kultural, serta infrastruktur dan kelembagaan, sekaligus menghasilkan estimasi probabilistik Adaptive Capacity Potential (ACP) yang diintegrasikan secara spasial melalui Sistem Informasi Geografis. Nilai ACP menjadi masukan bagi model bi-objective Mixed-Integer Linear Programming (MILP) yang mengoptimalkan alokasi investasi dengan mempertimbangkan tujuan ekonomi dan lingkungan di bawah kendala anggaran dan kapasitas spasial. Hasil menunjukkan wilayah perkebunan didominasi kapasitas adaptif rendah dengan faktor biofisik paling berpengaruh. Penyelesaian dengan metode ε-constraint menghasilkan Pareto frontier yang menggambarkan trade-off ekonomi–lingkungan, dengan Titik 31 sebagai solusi kompromi paling seimbang. Kabupaten Paser, Kutai Kartanegara, dan Kutai Timur konsisten terpilih sebagai prioritas investasi. Penelitian menghasilkan rekomendasi kebijakan peremajaan dan intensifikasi perkebunan yang berbasis bukti untuk mendukung ketahanan dan kemandirian pangan wilayah.
