Abstract

UPA TIK berperan dalam pengelolaan layanan teknologi informasi dan komunikasi yang mendukung kegiatan akademik dan administrasi ITK. UPA TIK menghadapi berbagai ancaman dan insiden keamanan siber seperti serangan Distributed Denial of Service (DDoS), web defacement, brute force login, serta kerentanan SQL injection. Selain itu, belum terdapat penilaian tingkat kematangan keamanan siber yang digunakan sebagai dasar penguatan tata kelola keamanan informasi. Hal ini menunjukkan bahwa pengelolaan keamanan informasi masih bersifat reaktif dan belum terdokumentasi secara terstruktur. Penelitian ini bertujuan untuk menyusun tata kelola keamanan informasi di UPA TIK ITK berdasarkan Cybersecurity Framework melalui penilaian tingkat kematangan keamanan siber menggunakan Instrumen Kematangan Keamanan Siber (IKAS). Adapun metode penelitian yang digunakan meliputi studi literatur, identifikasi permasalahan, penilaian tingkat kematangan keamanan siber menggunakan IKAS, analisis hasil evaluasi, penyusunan rekomendasi berdasarkan Cybersecurity Framework, validasi rekomendasi, dan serah terima dokumen rekomendasi. Domain IKAS dipetakan ke fungsi Cybersecurity Framework yaitu govern, identify, protect, detect, respond, dan recover. Hasil penelitian menunjukkan bahwa tingkat kematangan keamanan siber di UPA TIK ITK memperoleh nilai kematangan 1.44 dengan kategori level 1 awal dan masih berada di bawah target nilai kematangan yang ditetapkan, yaitu 3.30. Berdasarkan hasil evaluasi, diperoleh 163 rekomendasi perbaikan yang mencakup penyusunan kebijakan terkait keamanan siber, SOP saat kondisi normal, SOP saat kondisi insiden, SOP pasca insiden, penyusunan rencana tanggap insiden siber, serta dokumen lainnya. Penelitian ini diharapkan dapat menjadi acuan bagi UPA TIK ITK dalam meningkatkan tata kelola keamanan informasi dan ketahanan keamanan siber.
