Abstract
Sports play a strategic role in improving quality of life and have become a priority of national development as outlined in the National Long-Term Development Plan (RPJPN) 2025–2045 and the Regional Medium-Term Development Plan (RPJMD) of Balikpapan City 2021–2026. The increase in sports participation among Indonesians, which reached 37.16% in 2024, reflects a growing awareness of active and healthy lifestyles. This trend is also evident in Balikpapan City through increasing engagement in public sports activities and achievements in competitive sorts. However, this growing interest and participation have not been matched by the availability of integrated, adequate, and standardized sports facilities. Public sports activities are still largely conducted in urban spaces that were not specifically designed for sports, while facilities for competitive sports continue to develop separately, limiting their effectiveness in supporting athlete development and hosting competitions. This design project aims to develop an Integrated Sports Complex (Kawasan Olahraga Terpadu/KOT) in Balikpapan City that accommodates competitive sports, public sports, public spaces, and recreational functions within a unified district system. The project employs a qualitative method using the Programming and Designing stages proposed by William M. Peña and Steven A. Parshall, combined with the Hybrid Design Approach as the primary design strategy. The resulting design integrates a competition hall, training center, aquatic sports facility, fitness center, kids sports training facility, camping area, public open spaces, management building, and MSME area within a connected district. The Hybrid Design Approach integrates competitive and public sports through adaptive zoning, circulation, and transitional spaces. This approach is further expressed through the combination of modern and vernacular architectural principles in building massing, façades, and climate-responsive shading elements, resulting in a functional, contextual, locally distinctive, and representative sports district for Balikpapan City.
