Abstract

Kelurahan Karang Rejo merupakan salah satu kawasan yang masih memiliki permukiman kumuh di Kota Balikpapan. Kondisi infrastruktur dasar di kawasan ini, seperti jalan lingkungan, drainase, air bersih, air limbah, dan persampahan, menunjukkan berbagai keterbatasan yang menghambat optimalisasi pelayanan dasar permukiman. Penelitian ini bertujuan untuk menganalisis tingkat kesenjangan kondisi eksisting infrastruktur terhadap spm, menganalisis infrastruktur dasar prioritas, serta merumuskan arahan infrastruktur dasar prioritas yang sesuai dengan kebutuhan. Pengumpulan data dilakukan melalui observasi lapangan, studi instansional, dan penyebaran kuesioner. Sementara itu, penentuan prioritas intervensi infrastruktur dilakukan dengan metode analisis komparasi berdasarkan standar dan metode Analytical Hierarchy Process (AHP) melalui purposive sampling terhadap responden ahli. Hasil penelitian didapatkan bahwa infrastruktur persampahan menjadi prioritas tinggi, infrastruktur air bersih dan jalan masuk ke prioritas menengah, air limbah masu ke prioritas menengah-rendah dan infrastruktur drainase masuk ke dalam prioritas rendah dari hasil integrasi analisis komparasi dan analisis AHP di Kelurahan Karang Rejo, Kota Balikpapan.
