Abstract
Meningkatnya pertumbuhan industri hilir berbasis polyurethane, polyether polyol, dan propylene glycol mendorong peningkatan kebutuhan propilen oksida baik secara global maupun nasional. Secara global, pasar propilen oksida menunjukkan tren pertumbuhan yang berkelanjutan dengan proyeksi Compound Annual Growth Rate (CAGR) sebesar 5,82%, yang mencerminkan peningkatan permintaan jangka panjang. Namun, hingga saat ini Indonesia belum memiliki pabrik propilen oksida, sehingga seluruh kebutuhan domestik masih dipenuhi melalui impor. Kondisi tersebut mengindikasikan lemahnya kapasitas industri hulu nasional, berpotensi meningkatkan defisit neraca perdagangan, serta menimbulkan ketergantungan pasokan bahan baku strategis bagi industri hilir. Untuk mengurangi ketergantungan impor dan mendukung pengembangan industri kimia nasional, dirancang pabrik propilen oksida berkapasitas 40.000 ton/tahun menggunakan proses Hydrogen Peroxide to Propylene Oxide (HPPO) dengan katalis titanium silikalit (TS-1) . Proses sintesis dilakukan pada suhu 60°C dan tekanan 12 bar untuk menjaga sistem berada pada fase cair serta memperoleh selektivitas produk yang tinggi. Produk propilen oksida memiliki kemurnian 99,99% dan akan didirikan di Kawasan Industri Cilegon, Banten pada tahun 2034 dengan kebutuhan lahan sebesar 20.000 m². Berdasarkan analisis ekonomi diperoleh nilai TCI sebesar $24.321.606, TPC sebesar $33.729.158, ROI sebesar 87%, BEP sebesar 65,30%, SDP sebesar 22,03%, DCFR 41,40%, DPBP sebesar 2,274 tahun, dan NPV sebesar $ 137.760.831.
