Abstract
PERUMDA Air Minum Tirta Kandilo Kabupaten Paser adalah perusahaan yang menyediakan jasa penyedia air bersih untuk masyarakat Kabupaten Paser. Perusahaan ini menggunakan teknologi informasi (TI) sebagai pendukung aktivitas pelayanan kepada masyarakat. Namun pemanfaatan TI yang digunakan belum beroperasi secara optimal, sehingga TI belum sepenuhya mendukung tujuan perusahaan. Tujuan dari penelitian yaitu merancang sistem tata kelola TI dengan menggunakan framework COBIT 2019 dan menghasilkan proses-proses penting atau yang harus dilakukan guna memberikan rekomendasi perbaikan pada perusahaan. Prosesnya dimulai dari memahami konteks dan strategi perusahaan, menentukan lingkup awal sistem tata kelola, menyempurnakan ruang lingkup sistem tata kelola, menyimpulkan desain sistem tata kelola, menilai kapabilitas proses, menyusun rekomendasi perbaikan, dan menyusun hasil rekomendasi perbaikan. Proses penting di lakukan berdasarkan proses yang memiliki nilai ≥50 dengan masing-masing target tingkat kapabilitasnya yaitu level 3 dan 4. Didapatkan proses penting bagi perusahaan beserta capaian tingkat kapabilitas prosesnya EDM02 Ensured Benefits Delivery, BAI01 Managed Programs, dan BAI02 Managed Requirements Definition memiliki tingkat kapabilitas level 2 dan proses BAI03 Managed Solutions Identifications and Build, BAI04 Managed Availability and Capacity dan BAI11 Managed Projects memiliki tingkat kapabilitas tingkat 1. Seluruh proses yang telah dinilai menunjukkan bahwa belum mencapai target tingkat kapabilitas yang diharapkan. Hasil yang diperoleh berupa dokumen rekomendasi perancangan tata kelola TI dan dokumen perbaikan dari salah satu aktivitas core model BAI11 Managed Project yaitu SOP Manajemen Proyek Teknologi Informasi.
