Abstract
IKIP PGRI Kalimantan Timur merupakan lembaga perguruan tinggi swasta. Sebagai perguruan tinggi, saat ini IKIP PGRI Kalimantan Timur memiliki 4 teknologi informasi yaitu, website IKIP PGRI Kalimantan Timur, SIAKAD (Sistem Informasi Akademik Kampus), website e-learning dan e-journal. Penerapan TI pada IKIP PGRI Kalimantan Timur kerap mengalami kendala yang dapat mengganggu proses bisnis. Berdasarkan penilaian tingkat keselarasan strategi bisnis dan TI menggunakan model Luftman yang dipublikasikan tahun 2003, IKIP PGRI Kalimantan Timur masih berada pada level 1. Oleh karena itu, agar dapat meningkatkan keselarasan strategi bisnis dan TI penelitian bertujuan untuk merancang tata kelola teknologi informasi pada IKIP PGRI Kalimantan Timur. Penelitian ini menggunakan framework COBIT 2019 yang dikeluarkan oleh ISACA. Tahapan dilakukan dengan menganalisis kondisi pada IKIP PGRI Kalimantan Timur berdasarkan 11 factor design. Analisis tersebut menghasilkan management objective atau proses penting yang memiliki nilai lebih dari sama dengan 50. Hasil Management objective yang penting antara lain BAI04 Managed availability and capacity, DSS01 Managed operations, DSS02 Managed service requests and incidents, DSS03 Managed Problems dan APO03 Managed Enterprise Architecture dengan target kapabilitas level 4 dan 3. Setelah dilakukan penilaian tingkat kapabilitas proses terkait tata kelola TI yang diterapkan saat ini. Hasilnya, management objective dengan kapabilitas level 3 adalah DSS02 Managed service requests and incidents. Lalu, management objective kapabilitas level 2 adalah BAI04 Managed availability and capacity. Serta, management objective kapabilitas level 1 adalah DSS01 Managed operations, DSS03 Managed Problems dan APO03 Managed Enterprise Architecture. Hasilnya menunjukkan seluruh management objective belum mencapai target kapabilitas level. Kemudian, disusun rekomendasi sesuai hasil penelitian untuk memperbaiki tata kelola TI. Dikarenakan management objective BAI04 Managed availability and capacity merupakan proses dengan nilai tertinggi, maka diterapkan salah satu rekomendasi untuk meningkatkan kapabilitas level dari 2 menjadi 3 yaitu dokumen perencanaan kinerja dan kapasitas.
