Abstract

Perkembangan perumahan di Kota Balikpapan menuntut pengelolaan Prasarana, Sarana, dan Utilitas Umum (PSU) yang tertib, khususnya terkait penyerahan aset dari pengembang kepada Pemerintah Kota Balikpapan. Namun, dalam pelaksanaannya masih ditemukan perumahan yang PSU-nya belum diserahkan meskipun telah memiliki persetujuan dokumen site plan dan sebagian telah terbangun. Kondisi tersebut menimbulkan permasalahan dalam kepastian status aset serta pengelolaan infrastruktur kawasan perumahan. Penelitian ini bertujuan untuk memetakan kesesuaian status aset PSU perumahan di Kecamatan Balikpapan Utara serta menganalisis faktor-faktor yang menyebabkan keterlambatan penyerahan PSU berdasarkan hasil pemetaan tersebut. Penelitian ini menggunakan pendekatan kuantitatif deskriptif dengan analisis spasial berbasis Sistem Informasi Geografis (SIG). Analisis dilakukan melalui overlay antara dokumen site plan, kondisi keterbangunan PSU berdasarkan interpretasi citra satelit, serta status penyerahan aset PSU. Variabel penelitian meliputi jenis PSU, kondisi keterbangunan, kesesuaian dengan site plan, dan status penyerahan aset. Hasil penelitian menunjukkan bahwa sebagian besar perumahan di Kecamatan Balikpapan Utara memiliki status aset PSU yang belum sesuai, ditandai dengan PSU yang belum terbangun, terbangun parsial, atau telah terbangun namun belum diserahkan secara administratif. Faktor keterlambatan penyerahan PSU dipengaruhi oleh ketidaksesuaian antara site plan dan kondisi eksisting, tahapan pembangunan perumahan, serta pemenuhan persyaratan administrasi penyerahan.
