Abstract

Pada tanggal 31 Agustus 2025 terjadi longsor di kawasan Somber, Kota Balikpapan akibat keruntuhan dinding penahan tanah (DPT) eksisting sehingga diperlukan upaya mitigasi secara struktural dan non-struktural. Penelitian ini bertujuan merencanakan DPT tipe gravitasi dan geotekstil sesuai SNI 8460:2017, menghitung rencana anggaran biaya (RAB), serta mengidentifikasi mitigasi non-struktural berbasis komunitas. Metode penelitian meliputi pengujian parameter tanah, analisis stabilitas DPT secara manual terhadap geser, guling, dan daya dukung tanah, serta penyusunan RAB berdasarkan AHSP Kota Balikpapan Tahun 2025. Mitigasi non-struktural dianalisis melalui wawancara semi-terstruktur dengan pendekatan Miles dan Huberman yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa DPT gravitasi direncanakan dalam dua dua variasi ketinggian akibat kondisi eksisting, yaitu H =3,50 m dengan dimensi B = 1,75 m dan H= 4,50 m dengan dimensi B = 2,30 m, dengan nilai stabilitas berturut-turut Fgs = 5,37 dan 3,29; Fgl = 15,15 dan 9,5; dan SF daya dukung = 18,47 dan 15,4. DPT geotekstil direncanakan dengan H=3,00 m dan H= 4,00 m dengan panjang (L) berturut-turut 2,7m dan 3,3 m. Hasil perhitungan stabilitas eksternal berturut-turut Fgs = 29,21 dan12,81; Fgl =.150,41 dan 40,02, dan SF daya dukung tanah = 7,51 dan 6,31. Estimasi biaya pembangunan DPT gravitasi sebesar Rp276,743,509.39 dan DPT geotekstil sebesar Rp189,540,415.29 Hasil identifikasi mitigasi non-struktural berbasis komunitas menunjukkan bahwa di lokasi penelitian masih didominasi oleh upaya pascabencana dan belum ditemukan upaya prabencana seperti sistem peringatan dini, edukasi/sosialisasi, dan pelatihan kebencanaan
