Abstract
North Paser Penajam District (PPU) is one of the areas in East Kalimantan that has a large capture fisheries potential. In Waru Sub District, PPU District, there is a PPI in Api-Api Urban Village. The catch of fish landed at the PPI in 2019 was only 141.17 tons, so that the target for the amount of production should not be achieved, which is 730 tons/year, this is because there’s a lack of available facilities and the condition of the facilities is not feasible so that it has an impact on hampering fishing activities. On the other hand, the level of satisfaction for fishermen also affects the development of fishing ports because it will determine the progress of a fishing port. Based on this, a study was carried out that aims to develop the Api-Api PPI through service facilities and the level of fishermen's satisfaction achieved through 3 targets, the first, analyzing the suitability of the completeness of the facilities at the Api-Api PPI using a comparative descriptive method. 11 units of facilities have been in compliance; 6 units of facilities that are in accordance with their availability, but the standard of facilities that do not appropriate the standards; and 12 units of facilities whose availability and standard of facilities are not yet appropriate; the second, analyzing the level of satisfaction of fishermen with facility services in activities at PPI Api-Api using the IPA method, while the variables that become priority in developing PPI Api-Api are port pools, docks, and cold storage; and the third, formulating a strategy for developing PPI using the SWOT analysis method, obtained 8 strategies, that are conducting training on fishery handling and processing, maintaining the quantity and quality of existing Api-Api PPI facilities, increasing the quantity and quality of principal, functional, and additional PPI Api-Api facilities. not yet available, developing fishery information systems, improving service performance of anchor pool, docks, and cold storage facilities; increase the number and size of fishing boats, make rules for fishermen in PPU District to be required to land fish catches at PPI Api Api, collaborate with private parts.
