Abstract
Dalam sebuah instansi terdapat beberapa aset yang penting, salah satunya adalah data dan informasi. Dikarenakan data dan informasi merupakan aset yang penting, oleh karena itu perlu dijaga keamanan dan kerahasiaannya. Terdapat 2 teknik yang dapat digunakan untuk mengamankan data dan informasi, yaitu teknik Kriptografi dan Steganografi. Kriptografi merupakan teknik yang digunakan untuk menyamarkan pesan rahasia, sedangkan steganografi merupakan teknik untuk menyembunyikan pesan rahasia. Salah satu instansi yang memiliki data dan informasi yang penting ialah Dinas Komunikasi dan Informatika Penajam Paser Utara. Permasalahannya terkait dengan keamanan data dan informasi yang kurang maksimal, seperti data infrastruktur jaringan. Sehingga dinas ini perlu menerapkan teknik mengamankan data dan informasi. Dimana tujuan penelitian ini ialah menerapkan teknik steganografi di Dinas Komunikasi dan Informatika Penajam Paser Utara dengan menggunakan aplikasi OpenStego serta memperoleh hasil analisis steganalysis sesuai dengan hasil analisis Hex Editor Neo dan pada parameter imperceptibility, robustness, fidelity, dan recovery di Dinas Komunikasi dan Informatika Penajam Paser Utara dengan menggunakan MATLAB pada parameter fidelity. Tahapan yang dilakukanialah pengumpulan data, pengolahan data fase 1 (proses embedding), pengolahan data fase 2 (pengujian Hex Editor Neo, pengujian imperceptibility, pengujian robustness, pengujian fidelity, dan pengujian recovery), serta kesimpulan dan saran. Pada pengujian yang telah dilakukan diperoleh hasil jika OpenStego memenuhi pengujian Hex Editor Neo, imperceptibility, robustness, fidelity, dan recovery. Tetapi OpenStego tidak memenuhi pengujian robustness.
