Abstract

Salah satu jenis gas yang banyak digunakan di Indonesia adalah Liquified Petroleum Gas atau disingkat dengan LPG. Berdasarkan tempat pengisian nya LPG terdiri dari 2 klasifikasi yaitu LPG PSO (Public Service Oligation) dan LPG NPSO (Non Public Service Obligation). LPG NPSO sering menjadi alternatif bagi masyarakat yang sulit mendapatkan LPG PSO dalam jumlah yang lebih besar. Wilayah yang sulit dijangkau ini sering disebut wilayah Terdepan, Terluar, dan Tertinggal atau disingkat dengan 3T. Salah satu wilayah yang termasuk adalah wilayah Krayan di Kabupaten Nunukan, Kalimantan Timur. Namun, Satu tahun terakhir ini warga Krayan tidak lagi bisa mendapatkannya karena Negara Malaysia menutup pintu perdagangan akibat pandemi COVID-19. Hal ini menyebabkan aksebilitas dan ketersediaan LPG menjadi terbatas dan sulit. Sehingga pemerintah perlu memperhatikan distribusi LPG di daerah 3T tersebut. Dikarenakan penambahan transportasi yang awalnya hanya darat ditambah transportasi udara menyebabkan tarif pengiriman menjadi mahal. tarif yang ditetapkan oleh pihak penyalur kepada pihak perusahaan sebesar Rp 66.000 per tabung untuk 12 kg dan 5,5 kg yang membuat pihak perusahaan minyak dan gas atau perlu dikaji terlebih dahulu. Dari hasil perhitungan tarif berdasarkan perhitungan yang didapatkan dengan metode capital expenditure dan operating expenditure adalah Rp 25.696 untuk pengantaran dengan round trip perjalanan dalam sehari dan kapasitas 90 tabung. IRR yang paling spesifik dengan NPV= 0 atau Rp 2.909.026.786 adalah IRR sebesar 26%. Dengan IRR 26%, maka dari perhitungan IRR investasi ini layak untuk dilanjutkan.
