Abstract

Transportasi umum berperan penting dalam mendukung mobilitas masyarakat dan pembangunan kota yang berkelanjutan. Kota Balikpapan, sebagai penyangga Ibu Kota Nusantara (IKN), menghadapi tantangan rendahnya minat masyarakat terhadap penggunaan angkutan umum. Data menunjukkan bahwa rata-rata pertumbuhan pengguna moda transportasi umum dalam tiga tahun terakhir hanya sebesar 1,54%, yang mencerminkan masih rendahnya ketertarikan masyarakat terhadap layanan ini. Untuk menjawab tantangan tersebut, pemerintah mengembangkan program Buy The Service melalui layanan Balikpapan City Trans (Bacitra) yang masih dalam tahap uji coba. Penelitian ini bertujuan untuk mengevaluasi kualitas pelayanan Bacitra dengan menggunakan metode Service Quality (Servqual) dan Importance Performance Analysis (IPA). Metode Servqual digunakan untuk mengukur kesenjangan antara harapan dan persepsi pengguna terhadap lima dimensi layanan, yaitu Tangible, Reliability, Responsiveness, Assurance, dan Empathy. Metode IPA digunakan untuk menghitung Tingkat Kepentingan dan Kinerja (TKi) serta memetakan atribut layanan ke dalam empat kuadran berdasarkan tingkat prioritas perbaikannya. Hasil analisis Servqual menunjukkan 27 atribut gap negatif dan 3 atribut gap positif, yang menandakan bahwa layanan belum memenuhi ekspektasi pengguna secara menyeluruh. Selanjutnya, hasil IPA mengidentifikasi atribut prioritas perbaikan yang berada pada kuadran I, seperti kenyamanan pendingin ruangan, efektivitas penanganan keluhan, kepatuhan terhadap SOP, serta keamanan dan kenyamanan halte. Berdasarkan temuan tersebut, direkomendasikan berbagai strategi perbaikan yang melibatkan peningkatan kualitas operasional, pelatihan petugas, serta koordinasi lintas instansi.
