Abstract

Kecamatan Balikpapan Selatan merupakan salah satu wilayah dengan timbulan sampah tertinggi di Kota Balikpapan. Peningkatan jumlah penduduk dan aktivitas permukiman memperburuk permasalahan pengelolaan sampah yang belum tertangani secara optimal. Penelitian ini bertujuan untuk mengevaluasi kondisi pengelolaan sampah di wilayah tersebut dengan mengkaji lima aspek utama, yaitu teknik operasional, kelembagaan, pembiayaan, regulasi, dan partisipasi masyarakat. Metode yang digunakan adalah deskriptif kualitatif dengan pendekatan campuran, melalui observasi lapangan, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan secara teknis telah dilakukan melalui pengangkutan rutin dan kerja bakti, namun masih terbatas dalam pemilahan dan pemanfaatan bank sampah. Dari sisi kelembagaan, peran RT dan petugas cukup aktif, namun pelibatan masyarakat dan pelatihan teknis belum optimal. Pembiayaan dinilai belum transparan dan belum menjangkau seluruh warga. Regulasi tersedia, tetapi pelaksanaannya belum konsisten. Partisipasi masyarakat masih rendah, meskipun terdapat komunitas lingkungan yang aktif. Strategi penguatan diarahkan pada kolaborasi multipihak, pemanfaatan program pemerintah seperti CGH dan kampung iklim, serta pemberdayaan masyarakat melalui edukasi dan insentif partisipatif.
