Abstract
Perusahaan Daerah Air Minum (PDAM) bertanggung jawab menyediakan air bersih bagi masyarakat, namun warga Kecamatan Balikpapan Selatan masih merasa tidak puas akibat distribusi air yang tidak konsisten, kualitas yang rendah, serta pelayanan pengaduan yang kurang responsif, meskipun mereka tetap membayar iuran bulanan. Masalah ini diperparah oleh keterbatasan kapasitas air baku, pencemaran lingkungan, dan lemahnya implementasi kebijakan, meskipun regulasi sudah tersedia. Penelitian ini bertujuan mengevaluasi kualitas pelayanan PDAM berdasarkan persepsi masyarakat dan merumuskan strategi peningkatannya dengan metode Importance-Performance Analysis (IPA) dan SWOT. Strategi yang diusulkan mencakup peningkatan kapasitas produksi dan distribusi, pemeliharaan infrastruktur, perbaikan layanan pelanggan, pelibatan masyarakat, serta penguatan kemitraan guna mewujudkan pelayanan air bersih yang berkelanjutan dan memenuhi hak masyarakat.
