Abstract

The increasing waste generation in South Balikpapan District emphasize on the urgent need for implementation of community-based waste management system, such as waste banks. This study aims to analyze the existing conditions of waste banks based on the Regulation of the Minister of Environment and Forestry No. 14 of 2021, assess community knowledge and participation in waste management through waste banks, and formulate strategies to enhance community participation using a quantitative SWOT approach. This study employed a quantitative method through observation of 19 waste bank units recorded at Balikpapan Environmental Agency and questionnaire surveys involving 81 respondents. Results show that out of the 19 waste banks, only 12 were active, and the remaining were inactive. Facility assessments based on five indicators from the regulation revealed that most active units only fulfilled 60% of the required specifications. The average score for community knowledge was 13.7, and for participation was 12.2, which were categorized as low. The strategies derived from the quantitative SWOT analysis emphasize the importance of community empowerment through education, such as cadre training, environmental campaigns, and optimizing the function of active waste banks as learning centers. Improving the effectiveness of waste management requires cross-sectoral support and strategies that are contextually adapted to the internal and external conditions of each sub-district.
