Abstract

Pandemi COVID-19 memberikan dampak besar terhadap seluruh sektor kehidupan, termasuk sektor Usaha Mikro, Kecil, dan Menengah (UMKM) yang menjadi tulang punggung perekonomian Indonesia. Kawasan Pasar Cinderamata Inpres Balikpapan, yang sebelumnya dihuni oleh sekitar 360 unit UMKM, mengalami penurunan drastis aktivitas ekonomi akibat kebijakan pembatasan sosial, penurunan mobilitas masyarakat, serta perubahan perilaku konsumen. Selama masa pandemi, seluruh UMKM di kawasan ini sempat berhenti beroperasi, dan baru kembali beraktivitas sebanyak 190 unit pasca pandemi. Penelitian ini bertujuan untuk menganalisis dampak pandemi terhadap kondisi sosial-ekonomi pelaku UMKM serta merumuskan strategi pemulihan ekonomi yang relevan dan adaptif terhadap tantangan pascapandemi. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengambilan data melalui wawancara, observasi lapangan, dan penyebaran kuesioner kepada pelaku UMKM aktif. Analisis menunjukkan bahwa kekuatan utama UMKM di pasar ini adalah fleksibilitas usaha dan produk lokal khas Balikpapan, sementara kelemahan yang mencolok meliputi keterbatasan akses teknologi dan ketergantungan pada pasar lokal. Peluang yang muncul antara lain adalah pertumbuhan e-commerce dan dukungan pemerintah, sedangkan ancaman terbesar adalah tingginya persaingan dan perubahan tren konsumen pasca pandemi.
