Abstract

Dalam perkembangan teknologi saat ini, pemanfaatan teknologi telah meningkat secara pesat dan cepat. Salah satunya pemanfaatan teknologi sebagai sarana penyampaian media komunikasi. Salah satu instansi yang menerapkan teknologi sebagai media informasi saat ini yaitu adalah UPTD Pengelola Parkir Kota Balikpapan. UPTD Pengelola Parkir merupakan salah satu bagian pemerintahan Kota Balikpapan yang bertanggung jawab atas pengelolaan dan pengawasan sistem parkir di Kota Balikpapan. Salah satu sarana operasional yang dikelola oleh UPTD Pengelola Parkir yaitu Gedung Parkir. Saat ini beberapa masyarakat Kota Balikpapan masih belum mengetahui dan memahami penggunaan dari sarana operasional Gedung Parkir yang disebabkan penyaluran sebuah informasi dan tata cara penggunaan fasilitas yang ada masih kurang menarik perhatian masyarakat sekitar. Salah satu penyampaian sebuah informasi secara efektif dan efisien yaitu berupa video animasi. Oleh karena itu, peneliti perlu membuat animasi 2D dengan teknik Motion Graphic sebagai media informasi panduan pada UPTD Pengelola parkir serta menentukan kelayakan penerapan animasi 2D sebagai media informasi bagi UPTD Pengelola Parkir. Proses pembuatan video animasi 2D peneliti menggunakan menggunakan beberapa software editing dan design untuk menyusunnya menjadi sebuah video. Dengan menerapkan metode motion graphic dapat dihasilkan video animasi 2D sebagai media edukasi masyarakat dalam menertibkan aturan parkir di kawasan tersebut, dan berdasarkan hasil responden menunjukkan video ini memberikan informasi yang bisa dipahami oleh masyarakat dengan indeks keberhasilan sebesar (91,2) pada kategori “Sangat Setuju”.
