Abstract

Program Makan Bergizi Gratis merupakan kebijakan prioritas pemerintah Indonesia yang sejak implementasinya pada Januari 2025 menimbulkan beragam opini publik di Platform X. Namun, penelitian yang menggabungkan analisis sentimen dan pemodelan topik untuk memahami opini publik terkait Program MBG masih terbatas. Penelitian ini bertujuan mengidentifikasi sentimen publik terhadap Program MBG, menentukan kombinasi optimal hyperparameter Uniform Manifold Approximation and Projection (UMAP) dan Hierarchical Density-Based Spatial Clustering of Applications with Noise (HDBSCAN) pada BERTopic berdasarkan nilai topic coherence dan topic diversity, serta mengidentifikasi topik utama dan karakteristik pembahasannya. Data penelitian berupa 5.041 unggahan tweet yang dikumpulkan melalui web scraping pada periode 6 Januari 2025 hingga 9 April 2026. Analisis sentimen dilakukan menggunakan Indonesian Sentiment Lexicon (InSet Lexicon), sedangkan pemodelan topik menggunakan BERTopic. Hasil analisis menunjukkan bahwa sentimen negatif mendominasi sebanyak 4.101 (81,35%) data, sedangkan sentimen positif sebanyak 688 (13,65%) data dan netral sebanyak 252 (5%) data. Pada pemodelan topik, kombinasi hyperparameter terbaik diperoleh pada konfigurasi n_neighbors = 15, n_components = 4, min_dist = 0,0, min_cluster_size= 40, dan min_samples = 15 dengan nilai topic coherence sebesar 0,506280 dan topic diversity sebesar 0,675000. Konfigurasi tersebut menghasilkan 12 topik yang menunjukkan bahwa pembahasan Program Makan Bergizi Gratis (MBG) mencerminkan berbagai isu, seperti kualitas makanan, keamanan pangan, penggunaan anggaran, kesejahteraan guru, stunting, serta efektivitas pelaksanaan program. Hasil penelitian ini diharapkan dapat menjadi masukan bagi pemerintah dan instansi terkait dalam mengevaluasi serta meningkatkan kualitas pelaksanaan Program MBG sesuai dengan persepsi dan kebutuhan masyarakat.
