Abstract

PT X merupakan industri petrokimia yang menghasilkan limbah B3 dengan total timbulan sebesar 412,23 ton/tahun. Hasil observasi lapangan menunjukkan terdapat ketidaksesuaian pada pengelolaan limbah B3, seperti penyimpanan limbah yang belum memperhatikan kompatibilitas karakteristik, tidak adanya sekat pemisah antar blok, lebar gang yang belum memenuhi ketentuan minimum, serta kapasitas TPS limbah B3 yang belum mampu mengakomodasi lonjakan timbulan saat turnaround. Penelitian ini bertujuan mengevaluasi kondisi eksisting pengelolaan limbah B3, menginventarisasi limbah B3 yang dihasilkan, menyusun SOP pewadahan limbah B3, serta merancang ulang TPS Limbah B3 sesuai ketentuan regulasi. Penelitian ini menggunakan metode mixed methods melalui pendekatan kuantitatif menggunakan data logbook limbah B3 tahun 2024 serta pendekatan kualitatif melalui observasi lapangan, wawancara, dan gap analysis berdasarkan Permen LHK No. 6 Tahun 2021. Hasil penelitian menunjukkan bahwa PT X menghasilkan 17 jenis limbah B3 yang terbagi dalam 5 karakteristik dengan timbulan terbesar berasal dari limbah katalis bekas sebesar 387,91 ton/tahun (94% dari total timbulan). Tingkat kesesuaian kondisi eksisting pada aspek pewadahan dan pelabelan sebesar 66%, sedangkan aspek penyimpanan sebesar 76%. Penelitian menghasilkan 1 dokumen SOP pewadahan limbah B3 berbasis Business Process Model and Notation (BPMN) serta desain TPS Limbah B3 seluas 628,2 m² dengan 32 blok penyimpanan berdasarkan kompatibilitas limbah. Desain TPS yang direncanakan telah memenuhi ketentuan regulasi dan mampu mengakomodasi timbulan limbah saat turnaround dengan estimasi biaya pembangunan sebesar Rp 2.324.123.487.
