Abstract
Kota Balikpapan menghadapi lonjakan timbulan sampah yang diproyeksikan mencapai 232094 ton pada tahun 2030, sehingga mengancam kapasitas TPA Manggar. Penelitian ini bertujuan mengembangkan model keputusan sistem pengelolaan sampah berkelanjutan dengan mengintegrasikan faktor sosio-ekonomi. Penelitian ini mengusulkan pendekatan prediktif-preskriptif. Tahap pertama memprediksi laju timbulan sampah menggunakan model hybrid Elastic Net dan Grey Model (GM 1,n). Hasil peramalan menunjukkan tingkat akurasi yang tinggi (MAPE 0.924% dan R2 96%), di mana variabel rata-rata lama sekolah memicu peningkatan volume sampah secara signifikan. Tahap kedua mengimplementasikan Mixed-Integer Linear Programming secara multiobjektif untuk meminimalkan biaya, emisi, dampak sosial, dan utilitas infrastruktur dalam merancang konfigurasi sistem. Berdasarkan evaluasi skenario, Skenario 4 yang berfokus pada infrastruktur terpilih sebagai solusi paling optimal dengan mengusulkan pembangunan 6 Mini MRF, 2 Composting Plant, dan 2 MRF Central. Sistem ini mampu mengefisiensi biaya, mereduksi emisi, dan menyeimbangkan dampak sosial, serta mencapai pemerataan beban fasilitas.
