Abstract

Kecamatan Samboja, Kabupaten Kutai Kartanegara menghadapi tekanan alih fungsi lahan yang meningkat akibat statusnya sebagai kawasan penyangga Ibu Kota Nusantara (IKN), sehingga berpotensi mengancam keberlanjutan lahan pertanian pangan dan ketahanan pangan wilayah. Penelitian ini bertujuan menganalisis kondisi eksisting dan sebaran spasial Lahan Pertanian Pangan Berkelanjutan (LP2B) serta mengevaluasi ketahanan pangan melalui integrasi data LP2B, produksi, dan konsumsi penduduk. Metode yang digunakan meliputi analisis spasial berbasis Sistem Informasi Geografis (SIG), interpretasi citra satelit Sentinel-2 dan Google Earth Pro tahun 2025, serta analisis kuantitatif produksi dan konsumsi pangan. Hasil penelitian menunjukkan bahwa dari total kawasan tanaman pangan RTR KSN IKN seluas 11.973,76 hektar, hanya 7.577,42 hektar yang masih sesuai peruntukannya, sementara 4.396,67 hektar telah beralih fungsi. LP2B yang telah ditetapkan baru mencapai 67,45 hektar, tersebar di Desa Karya Jaya (25,99 ha) dan Kelurahan Wonotirto (41,46 ha), jauh dari target 550 hektar hingga 2029. Produktivitas padi relatif stabil pada kisaran 3,75–4,33 ton GKG per hektar, namun produksi beras lokal hanya mampu memenuhi sekitar 22% dari kebutuhan 4.568 ton per tahun, sehingga terjadi defisit pangan sebesar 3.301 ton beras per tahun. Proyeksi kebutuhan lahan menunjukkan kondisi surplus hingga 2031, namun defisit mulai terjadi pada 2036 dan terus meningkat hingga 1.446 hektar pada 2046. Masih terdapat 1.511,66 hektar lahan alih fungsi yang secara fisik sesuai untuk sawah dan berpotensi dioptimalkan kembali. Penelitian ini merekomendasikan penguatan pengendalian alih fungsi lahan, percepatan penetapan LP2B, serta peningkatan produktivitas lahan sawah aktif sebagai strategi utama penguatan ketahanan pangan kawasan penyangga IKN.
