Abstract

Signalized intersections play an important role in regulating traffic movements, particularly at points where vehicle flows from several approaches converge. The Grand City Intersection – MT Haryono Road in Balikpapan City is a three-legged signalized intersection with relatively high traffic intensity. Therefore, a performance evaluation is required to determine the level of service of the intersection under existing conditions and after the implementation of improvement alternatives. This study aims to analyze the performance of the Grand City Intersection – MT Haryono Road based on the Indonesian Highway Capacity Guidelines 2023, supported by traffic modeling using PTV Vissim software. The data used in this study include traffic volume, intersection geometric conditions, vehicle composition, vehicle speed, and signal timing settings. The analysis was conducted for the existing condition and five improvement scenarios, namely road widening, signal timing adjustment, flyover construction combined with signal timing adjustment, flyover construction combined with road widening, and a combination of flyover construction, road widening, and signal timing adjustment. The analysis results for the existing condition show that the average intersection delay is 76.8 sec/PCU, with a Level of Service of LoS F. This condition indicates that the intersection has poor operational performance due to high delays and therefore requires capacity improvement and more efficient traffic signal management. Among all analyzed scenarios, Alternative 5 provides the best performance, with an average delay of 14.0 sec/PCU and a Level of Service of LoS B. This alternative reduces delay by 81.8% compared to the existing condition. Therefore, the combination of flyover construction, road widening, and signal timing adjustment can be recommended as the most effective improvement alternative to enhance the performance of the Grand City Intersection – MT Haryono Road in Balikpapan City.
